We are delighted to invite applications from suitably qualified applicants for this exciting new senior management role in Torridge Health to lead our Primary Care Network.

This newly developed senior management position will provide management support and leadership alongside the PCN clinical director and working in close collaboration with Torridge Health’s core business team to ensure the PCN and member practices thrive in this exciting time for network development.

The successful applicant does not require experience of primary care or PCNs but this would be an advantage. Applicants must have worked at a senior management level previously and be willing to learn primary care as a speciality. The post holder should be educated to degree level or above in a management field, have a proven track record for operational management at a senior level as well as strong communication, negotiation and completer finisher skills.

The role will require analysis of national policy, self identification of strategic priorities and opportunities at a local and regional level. Ability to analyse and interpret policy and develop options appraisals for consideration of the PCN board will be a key skill. Working collaboratively with stakeholders and having demonstrable experience of leading projects to completion in areas beyond direct sphere of authority will be essential.

This is a new role which will require lateral thinking, high degree of autonomy, strong people management skills. You will be the accountable officer for the PCNs finances, take a lead in management of a variety of clinical and non clinical staff. You will be responsible for ensuring adequate governance arrangements are in place and that practices and core Torridge Health members are communicated with effectively. Ensuring performance standards, good value for money and the ability to nurture a culture of collaboration and stretching agendas will be key.

Whilst appointees will have a base practice within Torridge Health, they may be asked to work at other practices across our group. We do however limit this as much as possible as we appreciate continuity is vital to effective primary care.

The Strategic Manager is a key member of the Torridge Health senior management team and is accountable to the PCN Clinical Director and is responsible for delivering the strategic and operational service objectives set by PCN Board and Member Practices. Frequent requirement for negotiation with staff and stakeholders regarding changes to practice/working arrangements to ensure cross PCN resilience is forged and maintained.

Has overall responsibility for the effective operational management of Torridge Health PCN, working across several sites has overall responsibility for ensuring the PCN achieves their challenging commissioned clinical outcomes and objectives in line with the national Directed Enhanced Service.

Provides leadership in the strategic development of the PCN as detailed in the PCNs’ strategic plans. Where no strategic plan exists the post holder will be responsible for its development and upkeep.

Actively supports the PCN Clinical Director in the development and delivery of PCN strategy and objectives.

Effectively manages PCN budgets and resources whilst maintaining a high level of patientcare. Leads the acquisition process for new services commissioned by the PCN, this may require consultation with trade unions and other key stakeholders when operationalising new processes agreed by the Torridge Health Exec Team ensuring standards are clear, transparent and monitored.

Role models compassionate and inclusive leadership in order to shape the creation of a collective leadership culture within the PCN. This means demonstrating a consistent leadership style which (a) engages, enables and empowers others (b) uses coaching to promote ownership of learning and quality improvement and (c) facilitates team working and collaboration within teams / departments and across organisational boundaries.
