for Change
Agenda
for Change (AfC) is the system for determining pay and conditions
for all staff employed by the NHS. Apart from a very small number
of Practices run and managed by PCOs, staff in general practice are
not employed by the NHS and therefore AfC, quite simply, does not
apply to them unless Practices want it to.
Why
would practices want to consider AfC?
The Whitley
Councils pay scales have traditionally been used by many
practices to set remuneration levels for their employees; in many
cases other aspects of Whitley terms and conditions have also been
incorporated into the contracts of employees in general practice.
Within
the NHS, Whitley has been phased out and replaced by Agenda for Change.
The demise of Whitley means that those Practices which had traditionally
refered to it in their employees’ contracts, will be compelled
to find another reference point.
Without
Whitley, Practices face a dilemma of what to do in order to determine
fair salaries and other benefits, particularly as Practices find themselves
in competition with NHS employers (who will be offering AfC terms),
or even other practices (who may also be offering AfC-related terms),
for recruiting and retaining staff.

inexperienced and experienced Practice Manager through the intricacies
of AfC. Whether you currently use Whitley Scales or not it explains
in simple, plain English, what AfC means, how it could apply to
general practice, how to take the parts that most suit your practice,
information that you can copy to show the Partners and importantly,
a spreadsheet that will allow you to calculate the costs to your
