CRC (Carbon Reduction Committment) Energy Efficiency Scheme

This legislation designed to oblige large UK businesses to reduce carbon emissions. It applies to England, Wales, Northern Ireland and Scotland. It affects around 5000 medium to large businesses, and eventually around 20,000 businesses. The scope of the legislation is such that it is unlikely to affect general practice, however those practices owned and managed by PCOs or larger commercial enterprises may have a peripheral involvement in the requirements of the regulations as the parent organisation may well fall fully into the requirements.

The legislation applies at an organisational level, rather than at an individual site or branch of that organisation. Independent general practices are most unlikely to fall within the scheme criteria.

Basic Criteria:

  • All businesses with half-hourly metered energy consumption have to submit data
  • Businesses (parent company, subsidiaries and branches together) have to consume more than 6000MWh of half-hourly metered electricity during 2008 to be required to fully participate

The average sized general practice surgery is likely to consume less than 1% of this consumption rate.

If a practice has half-hourly metered supply they will, however have to submit data. Electricity Supply Agreements are likely to show whether you are on this metered supply system or not, alternatively, your supply company will be able to confirm the situation.

During 2009 all organisations with half-hourly metering were written to by the Environment Agency (and regional equivalents) to advise them of their need to collate information and register. Information Disclosures are required (if eligible) in the period 1st April 2010 – 30th September 2010.
